But zoro can't do that currently. Fact of the matter is, zoro doesn't even know he has coc Or acoc. So the only reason he can use acoc is because emma draws it out for him.

before the king fight Zoro was using Enma by stopping it’s haki suck and then controlling his much haki he put out… that’s what backfired in the king fight when he realized that Enma can’t be controlled… So that means Zoro used AdvCoC on Kaido before he started allowing Enma to take all his Ryuo

Literally you cannot be an Admiral if you are just some fruit merchant with decent Haki, you have Fujitora wielding a supreme blade and Ryokugyu with a black blade, and these are arguably the two weaker Admirals (even though I think all of the Admirals will likely be equals in the end). The Admirals are versatility kings who have mastered every aspect of combat including Haki and raw fighting talent.

Think it's more that Luffy has faith Zoro and Sanji can handle whatever's going on till he gets there.

From a story perspective, Oda wants to give Zoro a chance to use CoC knowingly for the first time and give him his hype moment, he needs to show a way forward for Sanji, then either him or Sanji will be hype-tooled to hype up Imunko/the HKs/demons.

Then, Loki needs to receive his hype moment, Hajrudin needs some kind of moment and ofc Luffy needs to save the day, so Oda staggering the SHs + Loki's arrival means he can give characters their hype moments whilst maintaining tension.
