That should have been Kaido going by WSC, but I think the validity of a title starts when it is first introduced, because it would have been inconsistent to introduce WB as WSM while Kaido was WSC.

Though I also think that WB lost his title in Old Age, so his title was valid for many years and Oda still introduced it with the goal to emphasize his might that had endured for decades and the echo of his strenght that his sickness and old age disrupted.
