Rocks' being Teach's father is introduced with Harald's arc, because Harald made love with Ida, Estrid, and Kaido's unnamed/unseen Mother.

Oda is setting this up well:
Teach will realize Buggy is Rocks' son, and make an alliance with Cross Guild and Buggy to unite the Criminal Underworld.
Meanwhile, Shanks, Roger's son, will ally with Luffy, who is more or less Roger's grandson, really.
At this point, between Ace being revealed to be Roger's son at Marineford, Sanji's entire Vinsmoke plotline, and the crazy clone stuff...
I would not be surprised if Luffy's father was actually Roger, and Dragon is the one who raised him. And I suggesting someone surpassed Rogue's Color of the Supreme Queen? Nope.
There's a real simple way Roger's lover could give birth to Luffy so much later: the miracle of freezing your damn semen, and then artificially inseminated it. It's a real thing; you need to do it with lab equipment, but, I could see Oda doing a "miracle of love" bit here, considering Ace's birth defied empirical science, and have the homemade frozen semen work.
I also think Robin is Roger's kid, too, and Luffy is her half brother.

Worth noting as I mentioned elsewhere: Blackbeard is 40 years old. God Valley happened 38 years ago. Meaning BB was born while Rocks was still active with his crew (including Whitebeard). Teach's baby momma was probably some floozy Rocks banged while out piratin' and never looked back.
