Rookie Xebec is officially stronger than Egghead Luffy and Kaido.

- Luffy lost to a mentally nerfed and turf restricted Kizaru. Kizaru had to feed him instead of killing him. That same Luffy beat Kaido.
- Rookie Xebec killed a turf restricted Admiral.

Officially it's Rookie Xebec > Egghead Luffy > Kaido

Occupying Wano does seem more fitting for Shiki, but feat requires the kind of strength to Kaidō had and I don’t think Shiki was that. I have Shiki as inferior to BM.

Shanks is a wild card, he just might be stronger than Kaidō, but we never saw the latter in a clean fight either, closest thing to it was Oden.

Because those are the characters we follow in the present, we can't have decade long timeskips for the characters, so events are greatly sped up.

99% of characters hit their primes at almost twice Rookie Xebec's age, this'd be like East Blue Luffy beating an Admiral essentially.

It's funny the amount of pamper Oda gives Law

1. gave him a matching dc feat with luffy
2. protected him from the self insert
3. made him look good vs the final villain.

I will say oda has had top tier powerhouses just chilling in the verse before. Remember Fuji and ryo were just casually hanging out before they became admirals.
