Exactly. I actually used to explain to my friends how Chinjao speech about Teach implies he is someone worthy to be the conqueror above other conquerors and Kuzan and WB seem to very similar, they are more kind hearted and got values but work alongside the Rocks of their Gen.
My friend questioned this, saying Kuzan is a loyal dog to teach who listen to any order, I contradicted this and then SBS about Kuzan explictiy stated what I thought, Kuzan doesn't listen to every order.
Kuzan is that kind of person, like WB, Oden the type of person who is a conqueror, won't listen to every order but Teach and Luffy like xebec and Roger they got beasts with coc like Zoro, Kuzan etc in their respective crews like Roger got Gaban, Ray and Xebec got WB, Shiki etc.

Unless Oda planned to make a separate arc for Imu coming after the battle against the admirals.

Fighting admirals + Imu at the same time would be overwhelming and Oda would have to pull crazy shenanigans.

I can see it occurring after the Lodestar events anyway.

WB had no issue being in his crew despite having zero fear of the man.

I think he was more evil than not, but it's clearly not a black or white situation.
Harald's situation in Mariejois must have struck a chord in Xebec. Maybe later his goals shift towards a more evil outcome.
