I'm not even trolling, Oda saving Urouge because he's playing a crucial role that affects the backbone of the story itself, even if it's not combat-related.

Urouge will explain the Elbaf mural and older worlds to us peasants thanks to his gathered Birka knowledge.

I said this before but Oda had Urouge not only defeat a Commander before Luffy (huge feat considering the hype Commanders got back then), but it was the same one that Kidd beat up too. Oda gave the dude a Kidd level feat and then elaborated that Big Mom sent not only a stronger Commander who's built to counter brawlers (thus being a bad matchup for Urouge who may have even been nerfed anyway) but she also sent a storm after him too. And Oda confirmed that one of his hobbies is fucking hot women until they see stars and drinking booze after.
