Mihawk’s title can’t be interpreted as “the strongest man with a sword” because he’s literally selective about who he fights. He won’t fight Shanks because he has one arm, yet yonko shanks is stronger than rookie shanks.

What’s the difference? Sword skill. Yonko shanks relies less on sword skill because he only has one arm.

not to mention, neither Roger nor Xebec were even hinted at being WSSM.

WSSM is about sword skill. Sword skill relates to power level but it’s not the same thing.
