There’s just fundamental things in the story that don’t really corroborate that, the first being Kaido’s comment on Roger being top 1 of his era (at least as far as the pirates/marines are concerned) and the second being Sengoku highlighting the rivalry btw Rocks & Roger stating that Rocks was prolly Roger’s first real enemy & the strongest he ever faced. Statement somewhat implies that Roger was able to overcome the freak of nature that was Rocks imo

Rocks pirates is just a way to proof that Garp and Roger together were stronger than every legendary pirate of that era.

So for the number 1: Roger and Rox are two different eras. Roger Whitebeard and Shiki ran run era while Rox ran the previous one.

Number 2: Rox being called the strongest Roger ever faced means Rox had to be above Primebeard which means he has to be above Roger imo.

With Roger & Rocks gap is probably razor thing but agree with the sentiment ^^. Garp, I’m sure was also a monster but I personally have Rocks & Newgate over him. Except his Haki was comparable to Roger’s it’s hard to imagine he’s over those 2
