I hear ya but I'm not really sure what it has to do with the question I'm posing.
Kaido's emphasis on Roger's Haki and how it trascended everything else doesn't really make a lot of sense if even his strongest rival was simply just a powerful haki user. There'd be no point in putting so much emphasis on "Haki" being the bees knees, if that were the case, is basically what I'm getting at. So there's probably more to Rocks than meets the eye.

Rocks will be haki monster that is a given .
Oda already giving him his haki clash with harland in this flashback to show that .

To be honest, I think EoS Sabo will reach Roger level, as Ace would've surpassed Roger and Sabo's potential is just a fraction behind Ace's.

Whereas Zoro will definitely surpass Roger/Xebec especially confirmed after this chapter, so imo the only character left standing come EoS that will be stronger than Zoro is Luffy.

B. Oda reveals in SBS 474646 that Scissors was secretly suicidal from hating his job and his wife and that he actually faked his death after putting up a convincing fight so that he ould start a new life as a professional tap dancer in the South Blue.

But for real though, the fact that there is no mention of the Deadmiral is strange. Also should be interesting to see if Rocks has any injuries when he fights Harald.

I do, however, think that Mihawk is top 1 alive now that Kaido's "dead", but that the new gen will surpass him once they start ascending to that next level. Starting with Blackbeard and Luffy then later the likes of Zoro and Sabo etc...
