I mean Top Legends who wield Swords are all gone and Shanks lost an arm so Mihawk won't fight him, isn't it convenient..

Logically, you cannot be the best swordsman without being stronger than all swordsman. Swordsmanship in OP is hardly ever been confined to just cutting attacks.
