People aren’t getting it

Mihawk’s title refers to sword skill. This was stated in the manga, Mihawk has more sword skill than Shanks.

Shockwaves aren’t sword skill. Roger, Shanks, and Xebec are swordsmen. They do incorporate shockwaves with swordsmanship, but shockwaves in of themselves aren’t swordsmanship.
