They are running by the gates of Pangea Castle and the CD city like I mentioned earlier. That gives the HK fans an excuse as to why they weren't active, because Harald and Rocks were only fucking around in the Castle and on the outskirts of the city by the gates.
It's a silly excuse but logically I don't find it unreasonable. HK only care about protecting the CD city proper, and not the PG castle.
