Had access to Mariejois and it's resources. The starting point of Shanks and Starting point of Roger are wildly different. Luffy at the age of 19 is close to surpassing Shanks if he hasn't already.

I don't get the Roger slander for not piercing Garp, obviously he defended himself. If Garp can't defend against Roger's attacks, then he cannot be ~ Roger, which was established decades ago.
