Xebec is really relevant and powerful and the 3rd strongest pirate ever and likely so close to the other two that it would be a bloodbath
But WB was Roger equal, the WSM, was Teach captain, was Ace captain, the WBP were the crew that made the whole pre skip plot : Teach betrayal, Thatch death, Ace going after him, Banaro, Marineford. WB was the center piece in MF etc. And even now Teach is using his DF. Oden was also part of WB crew and his brother. WB was also Rocks right hand.

the manga has done absolutely nothing to place Xebec below these two. In fact so far only done the opposite. A grown ass WB was carrying Xebec's bags for him.
