Aren't you milking this name placement thing at this point? Kaido, Big Mom and Whitebeard were all characters relevant in the Wano arc, and pirates in recent years that the Marines who weren't old enough to know about Rocks would have known a lot about. While power is obviously relevant, I doubt it is the only factor, and Shiki was named the first of the other group anyway, his name is supposed to be a big deal like the others. Plus, we have Oda in the SBS saying that he wanted Whitebeard to highlight Shiki with Roger,Garp and Sengoku as the big names back in the day

You can make the same argument for BM too that she wasnt relevant in mf hence her name left out. I doubt oda even fleshed out her history fully either other than some hints like lolas vc

Shiki didn't lose to a storm, half of his fleet did. In a similar situation, Big Mom could also lose half her fleet. Shiki actually lost to Garp and Sengoku, two of the strongest characters in the manga,and he still destroyed half of marineford and didn't even die,nor get scarred/injured super badly. Even after, Garp respected his strength and praised him, and Rayleigh was interested in reading about him.

No clue where young Kaido is. He's definitely not losing to Don Marlon and his likes. Maybe some of the more relevant other ones were above him? Silver Axe was highlighted for a reason, John seems important and Wang Zhi was seemingly a monster even in old age
