And if Rocks said he needed two Devil Fruits, it could be the Devil Fruits that Davy D. Jones possessed, and as a buccaneer, he ate those two Devil Fruits.

It’s more than that, because even VP hasn’t created an individual with 2 fruits like Teach.

PoL can do reality bending things. Kuma came back from death to save Bonney. Sanji can create fire and kick light.

My guess is Rocks must have used PoL on Teach. Possibly fusing his soul with Teach’s.
