My new headcanon is that Urouge is on Zunesha Garchuing Mink booty.
I think Urouge is chasing down Enel, though. "Mad Monk", as in, "I'm so fucking pissed Enel blew up Birka that I'm ripping him in half."
IMO, Urouge is studying Birkan/Sky Island history, and is trying to chase Enel to the Moon.
Urouge is a Birkan who fled to the Blue Sea from Birka after Enel destroyed the Sky Island. Urouge then built a crew, to find Enel, and get justice.
Last we see, Enel is on Balloon Terminal: interesting point, the Balloons are on the bottom. Why do this?
Well, we've seen Balloons are legit transport to the moon, via the Robot Automata fellas from Enel's Cover Series: they floated up to the Moon with Balloons after Dr. Tsukimi died choking on Mochi/a Dango, I forget which (TAMA?????? KATAKURI????????????)
Whoever made Balloon Terminal, was trying to build a Sky Island that could float to the Moon via Balloons being placed under the Sea Cloud. The Birkans came from the Moon: whoever built Balloon Terminal, was most likely descendants of Moon Migrants, who wished to return to their ancestors homeland.
So, I think Urouge went to Balloon Terminal to chase Enel to the Moon, after visiting Skypiea and finding out Enel's plans.
IMO, Urouge is actually a huge Straw Hat simp (Urouge trying to bang Robin and Nami will be so funny), since he hates Enel for destroying Birka, and Luffy beat Enel.
Urouge should be a Ace/Sabo type, a true ally from the get-go. Since Birka was from the Moon, and Enel found Ancient Kingdom civilization there, and Joy Boy/Nika was Ancient Kingdom aligned, there's a good chance Urouge is also a Nika Simp, to, and is an actual Priest of Nika like Kuma and Clapp.
It's possible Urouge gets enough Balloons to get up to the Moon, but, I think he'll use something else:
Octopus Balloon
An octopus balloon.
Octopus Balloon (タコバルーン, Tako Barūn?, Octoballoon in the Viz Manga) are octopi that live in the White Sea of Skypiea. They are a common animal in Skypiea and are also one of the most fragile. These animals can also be used as aerial transport, when they take in enough air they can become as light as a feather. One was used by the Straw Hat Pirates to take their ship down from Skypiea. Without being inflated they are only three feet tall. Apparently they can still move in the Blue Sea, unless they float back up to Skypiea.[17]
Urouge is the kind of baller who can build a Hot-Air-Balloon ship out of Octoballoons, and fly it to the moon.
Actual baller shit.
I think Enel/Shiki are on the Moon, plotting shit, and that Urouge/Luffy will have to fly up there to fight them.
So, I'm hoping the Straw Hats help Urouge build a Hot-Air-Octoballoon ship, and float up to the Moon.
That's it, today's the day. This may be one of my last theory threads, unless inspiration sparks up again. I've pretty much researched One Piece's Plot to the point I'm satisfied with where the story is heading.
