They're unique and distinct legends, and no one outside of Mihawk's fans of thought of Mihawk as the strongest before or after WB passed.
Whitebeard is a man defined by his love for others, much like Sanji, whereas Mihawk (like Zoro) is the image of restraint and strength in spite of isolation.
