Oh damn, I completely forgot about Laffitte, He is definitely a Candidate,
He always looked like He have some kind of Trebol/Doffy Relationship with BB, He is also from West Blue, and Oda made sure to Separate him from other Three when BB Pirates were Introduced (Also with the way Oda is preparing Brook to be Key SH of this Saga, It makes Perfect Sense that his Enemy from BB Pirates is Secondary Villain, Hypnosis vs Music)
It's also very curious how Oda revealed all Crew's DFs except Laffitte whom He kept as a Mystery, and He is always given Unique Missions,
He might not be a Blackbeard Level Threat now, but as I mentioned before, I believe this Secondary Villain will acquire Mother Flame & that's how He becomes a Zombie Oars/Big Mom-Like Time Bomb of Arc, (Mother Flame being his Lunarian Flame would be OP)
Oda can definitely create a Story between Blackbeard, Laffitte & Brook (Who are all from West Blue), and if Man With Burn Scar was Injured by Laffitte, then it means He is also from there, and my guess is automatically Yorki,
I won't say this is what I'm currently convinced of, but you definitely made me consider Laffitte as One of Top Candidates now,
However, with Spoilers saying that BB might not be a Buccaneer, then I'm not certain anymore on who's going to be Alpha Buccaneer Villain.

An Analysis I made long ago on Onigashima Raid, made me Believe that it's actually a Blueprint for Ancient War,
To cut story short, One of Theories I came up with was that D. People were like Punk Hazard Kids,
Meaning They are unrelated People, taken from different Places & Experimented on to try & turn them into something else,
And similar to how PH Kids were like an attempt at Re-Creating Big Mom (Caesar was continuing Research that was Initially funded by BM),
Those D. People were an attempt at Re-Creating Main Secondary Villain of entire Story,
(This is why CDs for example tell their Children to Behave or else D. will come & eat them)
Interesting Part however, is that I also concluded that Main Villain has to be Sea God & his Powers were "Storm" Related,
And Rebel Leader against him was like Momo of that Time, meaning He also had the Same Powers, but not Mastered,
This means that the One who is meant to Rule The World also have Storm Powers,
And guess what Law says? "D. will cause another Storm" and CDs also say "D. is Natural Enemy of God"
The Trick that Oda is doing here is that not everything said about D. actually applies to all D. Members! Why?
Because Momo was also One of PH Kids, but He wasn't Experimented on, He was just there by Mistake,
Same thing happened in the Past, this means the Family that is Supposed to Rule The World ended up being Labeled as D.
Which means that there is a Fake D. Family among Families We met so far, while Rest are Descendants of People who have same Blood/Genetics/Potential as Secondary Villain,
So unless this CD Scene means Nothing, it's very possible that They are wondering if Davy Family are "Buccaneers" since They are a D. Family,
Which means that the Samurai-Equivalent in Ancient Story are Buccaneers (Hence why They are Top Priority to Hunt & Kill), while D. Members were like Punk Hazard Kids, and CDs want to know which D. Family are also Buccaneers,
In Conclusion, whoever are Buccaneers among D. Families means They are Fake D. but it also means They are Royal Family of Buccaneers & the ones who are supposed to Rule The World.
