This incident may be why Garp hates celestial dragons, he finally saw the truth, but unlike Dragon who left the marines he felt being apart of the system so he can inspire the next generation to fight against the top brass would be the better position to be in

either that or Garp doesn't give a damn about the mediocre problems of random citizens and is just there to throw hands
