I didn’t like his feats of endurance—they weren’t impressive—but I’ve always praised how he outperformed Kuzan during their confrontation. That’s one of the reasons I believe that even in old age, he’s still stronger than Kuzan. Falling wasn’t due to Kuzan’s individual effort but to the collective effort of all of Blackbeard’s pirates, which keeps that possibility open.
Even more so when you have Kuzan himself denying that he could do it individually.
Kizaru is like a hundred times better written and fits perfectly into what Oda imagined a marine top tier to be in Luffy's timeline. Garp is just a whole mess because Oda desperately needs him to be a good guy while justifying how he protected evil scum all his life.

I don't think he's bad because he refuses to serve the CDs yet goes to God Valley, that's misconstrued a lot in the fandom and it leads to people genuinely believing he's a hypocrite because of that.
I think he's bad because of other things he does, i.e trying hard to make his children Marines instead of letting them be free (iirc he just let Luffy go multiple times despite him being a pirate which shows he doesn't actually think being a pirate makes Luffy an automatic scumbag) , hitting his children, throwing them in forests to fend for themselves, etc.

Also I think Kuzan, Smoker and Issho are the best Marines so far. Akainu could be among them but it depends on his backstory and what we see from him in the future.

How do you think Garp knew Koby can destroy the arm from learning that Koby is punching battleships?
