No, Rocks kicked Kaidou in the face because he got angry at the idea of Kaidou suggesting they use their superior strength to subjugate Harald and force him to obey. The thing is, Harald is a "comrade" of Xebec, and he didn’t like the idea of Kaidou wanting to do that.
Actually, this is the most misleading thing I’ve ever seen. People assume that muscular characters are generally brutish with low IQ, but Kaidou is by far the most intelligent character we have. He’s portrayed as calculating, smart, running an empire for decades, would have Vegapunk working for him, supplied weapons to the world, maintained alliances, and reigned for decades.
There isn’t a single argument you could pull from the manga to say: “Kaidou is dumb, look at this.”

It’s not a stupid move. To be honest, hardly anyone in One Piece truly knows if they’re stronger than their opponent. So, should they just run away instead of fighting?
Growth comes from fighting. Haki flourishes in intense battles—it’s necessary to face challenges and be pushed hard enough to reach higher levels. If you only play on easy mode, it’ll be hard to get there.
Look at Luffy: he defeated Doffy, and when he faced Katakuri, he got beaten for hours—then he evolved and surpassed him. The world of One Piece works like that sometimes; you can’t just stay limited to opponents at your level.
Look at Luffy—he “died” against Kaidou to reach a new level.

I mean even WB got punked by Garp, the latter called them sea kings lol. That‘s the saving grace for Big Mom here, this situation was supposed to be gag-y while hyping Garp. Garp using acoc or whatever haki to no sell a projectile attack is also completely within expectations. Old Garp did the same shit to Kuzan then blitzed him, grabbing him by the jaw.
Rayleigh looks worse here if you analyze it on a deeper level. The only named character there who looks like he just had an extreme-diff. Roger had to cockblock WB for Ray to get his moment, pretty sure that Roger or WB would have beaten him to it. His first named attack is underwhelming to boot.
