Sanji did get powerups but it isn´t really changing his overall standing. All he did was beat someone Aramaki low diffed. and Aramaki is considered the weakest admiral, who are considered the bottom dogs of top tiers. Sanji´s powerups did not change him being trashed by Saturn and Kizaru the next arc. Koby is the same. Him being irrelevant to Boa hancock and stuck against Kuja fodder is the harsh reality. There´s just no way he´s reaching Prime Garp strength and is able to have characters like WB, BM and Kaido all run away from him. Again, this guy doesn´t even having Hancock or random BBP commanders running from him. Get real.

Oda doesn't care about your opinion at the end of the day. If he wants a character to get stronger, he WILL make that character stronger, just like he did to Crocodile for example. You don't get any say in that, it's a basic Shonen trope for characters to get zenkai boosts.

This is not an argument. Yes this is fiction so anything is possible. If Oda wants, Koby could surpass Goku, but that isn´t the way the story is going. Oda did not even want to make him beat Hancock after like, 2/3 years of buildup for that. There is no clash or anything, hes just completely irrelevant in his biggest mission for the marines of the entire timeskip. Oda clearly does not want this character to be stronger then Garp, who he´s pretty much wanking every arc. Wano, Egghead, Elbaf, all old gen wank, while the best and brighest of the new gen literally end up under the sea....

His preference is clear at this point, and saying otherwise is just coping. Again, if Koby is lucky he ends up above monsters like Doflamingo or Katakuri.
