yep they should never been above admrial there were to much of them.
Some will be below , 1 or 2 with be equal a admrial and at most 1 or 2 will be above the admirals.

The big issues with the HK is there gimmick of regen and needing ACoC to beat them.
Still by the time we get to the final war i sure a whole bunch of luffy allies will have ACOC lol .

Imho, the only one who legit Is a top tier is Shamrock (who Is also Sabo's EoS fight, I think). Shanks' twin, not much to say on this: he's clearly a top tier.

Gunko Is only of we take Imu into account. If not, the reaction to (old) Gaban showed she wasn't even close.

The rest are all vastly inferior since, as said, at best their strongest memeber Is going to fight EoS Jinbe.

Garling and Shamrock are that strong becuase they are related to Shanks. The are the HK equivalente of Garp among VAs.
