If we are talking about rise in fame then yes BB is in Luffys gen but age wise he is Shanks gen, we have Shanks vs BB thing going on since the beginning.
Idk about that Ace Novel thing, I have argued previously that Kaido is not exactly part of old gen like he is 20 years younger than Roger/Garp etc. And Kaido and Kizaru are almost same age.
Doesn't really matter which gen you wanna put Kaido in, his rise and fall has been with WB and BM.
