I think it's still vague. He asks Kong about why such a remote island, meaning he didn't know anything about God Valley or what was going on there. Kong says he can't tell him, meaning they were keeping the info privy from Garp.

He then brings up "Celestial Dragon's little field trip", right in conjunction with messing with Fullalead. Could be referring to HKs going to fullalead to kidnap Shakky with Wang Zhi's help.

The upcoming chapters will make it clear on his stance on all this regardless though. So he's just arrived and attacked pirates while everything was already in chaos.

All that matters is that Lord Saturns opponent ends up being stronger then Young Doffys rival. Garling can fight Teach´s mommy while Saturn fights Big Mom I guess? Idk
