Clashing with Law????
We're in the final saga, there's no time for Oda to reorient the series to copy cat and mouse clashes with Koby and this generations top dogs.
Koby has the goal to obstruct Luffy's dream which could lead to a clash or be merely being focused on getting their first/strategy.
Koby does not need to have the most absurd power jump in manga history to make an impact in how the story plays out, Oda has already brought him to a good baseline.

Kizaru is a very calm and slow talking dude. He does things at his own pace most of the time. Light is fast and sudden.
At this point I don't really care to argue anymore, it won't change Oda's intentions with Koby either way

Koby does parallel Garp though as being the symbol of the Marines for their era.
Koby's relationship with Luffy not paralleling Garp's with Roger doesn't mean he doesn't parallel Garp at all.
Just like Smoker paralleling Garp doesn't mean his character won't shift directions; I'd say that's the whole purpose of his parallel/of his Punk Hazard arc.
Smoker parallels Kuzan as well.
That's the whole issue with this discourse; saying someone's "the" or is "insert name used as a title" of this generation rather than just saying they parallel whomever and then describing the ways in which that's the case.
Smoker clearly isn't meant to parallel Garp insofar as being the archetypical marine representation of justice for the era.
