There is little inconsistency for now regarding shanks and his crew forming. We know he invited Yassop to join his crew after Ussop was already around 7-8 years old. Meaning something like 12 years ago. But buggy at the execution of Roger. I assume he formed his actually crew after leaving MG and went to MG straight after the execution. This might actually be the reason buggy was pissed at him.

Shanks spent 9 years after Roger’s death in the lower realm before going to Mariejoa.
