There is something interesting about this.
This may open up that someone else is like Harald and may bear this mark/contract and acts under Imu as a pawn. We just may not be aware that there could be some sleeper agent working under Imu's influence. Here is the thing and not sure if a hot take:
Harald is no Holy Knight, not a Gorosei. He is a pawn for them, a powerful tool. No more.
For all we know, there could be more.

Also, I kinda do like the symbolism and perhaps metaphorical point in all this.
Harald went too deep into the abyss.

My headcanon is that the more connected you are to Imu, the more haki is needed to sever the "connection" to the pact and the abilities it gives (like immortality). Gorosei might be bums but it has now been etablished there are different level of pacts.
