There's no marksmanship in that. If anything, that DF is a tool for a cheating sniper, not for a proper one like Usopp.

I mean the Ragnir stuff is arguably worse than a target DF in that regard. Also Van Augur has a fruit, why can't Usopp?

I'm not saying Usopp can't have a DF. I'm saying Decker's DF is the antithesis of what a sniper should be. With that DF, you don't even need to look for your target, 'cause you're using an aimbot.

Already had this discussion with Sanji bros in Sanji FC but devil is in the details with those panels. Only realized this after re-reading the volume but key take away here is these two statements.

Luffy: ‘What you didn’t know? It’s been oozing out of you’

Gaban has met Zoro prior so him being unsure about Zoro’s Haki given Luffy’s statement is very unlikely. In which case he was most likely referring to Sanji here.

Because Usopp is always against great odds. He's the coward everyman who only wins through luck, ingenuity, or by finding his courage at the last second. If Decker's DF cancels out Augur's teleporting, then you're left with a bare-bones sniper vs sniper situation, which is too level-planed for how Oda writes fights. It's not enough that Augur has been built up to be a better marksman than Usopp, he also needs to put the liar in a further disadvantage, which the aimbot DF disables.
