Base Harald holds pariity with old gen legends and base loki is confirmed to above base harald given he made ragnir submit.

Honestly, I can't comment until I see Loki and Shanks fight.
For example, on that page, Loki's weapon broke, but Roger and Whitebeard's weapons, which are among the top 12 weapons, break even if they don't use COC?
I think this part is too exaggerated. Whitebeard with a top weapon, earthquake fruit, and COC can definitely do better damage than Loki's nameless COC attack.

One alternative interpretation i talked with my friend about: It could be that the squirell needs to accept you. And if it doesnt it can beat your ass so if you trying to force it. It could be (big if) that Loki was the first one that the squirell accepted (implied this chapter with it nodding) but harald wanted to beat it to submission now with the imu amp

I think this chapter confirmed that Domi Reversi > Deep Sea contract in terms of powerboost.

Xebec and Harald have been pretty much portrayed to be equals or at least extremely close and yet Harald was performing decisively worse against weaker characters than Xebec:

This chapter gladly also clarified that Loki isn't some god tier 14 years prior to to the current time line:
We already witnessed he was quite the powerhouse while he was capable of clashing with Harald, who was still trying to fight of being controlled entirely by Imu:

With Harald, ultimately allowing Loki to kill him, while he regained the control over himself for a moment:

And while Loki just gained a great powerboost by eating that legendary DF and Harald even commenting on Loki's ADVCOC,
Oda letting Harald getting himself killed purposefully by Loki without resisting, is I believe Oda's way of telling the readers that Loki isn't ready yet to take on such a monster.

Harald was talking about being approved by Ragnir, not more powerful. Harald believed with his current strength Ragnir would have to approve of him.

Loki didn’t take Ragnir by force, Ragnir approved of him the two had a conversation off screen after Ragnir destroyed his CoC coated hammer and that’s how Loki gained the fruit. If Ragnir didn’t approve of him, Ragnir would’ve stopped him too. Unless you think Loki had stronger attacks than his Hammer Coated in CoC somehow?
