Xebec and Harald have been pretty much portrayed to be equals or at least extremely close and yet Harald was performing decisively worse against weaker characters than Xebec:
First thing Xebec did, was overwhelming Whitebeard in a direct clash, which caused a massive mountain sized rock to crash down on the island.
Xebec then proceeded to have the upper hand against Roger and Garp and then they had to go Kamikaze to pull of a victory:

This chapter gladly also clarified that Loki isn't some god tier 14 years prior to to the current time line:

Oda letting Harald getting himself killed purposefully by Loki without resisting, is I believe Oda's way of telling the readers that Loki isn't ready yet to take on such a monster.
