Okay having just reread wano from the beginning would it be weird if the reason they aren't contactable is because they are in the swamp effect of caribous df power. I mean it would make sense to transport the whole army and armoury in that method.
I also am not sure who the spy is. Its definitely not part of the strawhat heart alliance. Lots of characters have enough awareness of the plan in order for it to be difficult to narrow it down as any of them could have delivered info to orochi.
