Didn't Kaido invade Wano 20years ago?
I think Orochi gonna tell Oden that he was scared of Kaido so he must make these weapon factories. Oden get the lead for the rest 4 years and take down the factories. In that time Orochi must did something dirty(poisoned Oden or other things) and Kaido invade Wano to make factories again.

We don't know when Kaido got there. Oden was executed 20 years ago, any plans they had were anticipated and ruined by Kaido as he burned down Kuri castle. I think he was already around by then.

we still dont know the exact timeline of the wano panels... i think we should wait for more. It is highly possible that the entire chapter might take place some time around 24 years ago, but it also might be possible that Oden came back to Wano with WB's ship later on. After all, Roger borrowed Oden from him.
