I think we can both come in the game, Neku and Inu was weak back then or at least not strong as right now and the Numbers are most like Kaido strongest force after the Calamity. In this whole flashback we only see three parties of the beast pirates getting their hype:
The Captain Kaido, two Calamites King and Queen and now one member of the numbers, they get the most focus in this flashback overall and Oda hyping them at most, none flying six fighter or anything else get a similar hype panel.

Calamities>Numbers>FlyingSixFighters>Headliners.

I'm HOPING that's the case
To have (10 Numbers from 1-10) before having Jack, Queen, King. And Under the numbers, the flying 6. Now, that would finally make Kaido's crew look like they have BACKBONE! Where it will guarantee for most characters from our alliance to shine and have their proper opponents!

That doesn't mean they're on the same level. Buggy's a Warlord, but he's far from Crocodile. Apoo is a Supernova, but he's further from the second weakest Nova than Buggy is from Crocodile.

So, do you expect the "Ace" to have a "strong ability" but simply overall, he's weaker?
Something like Sugar, where her ability was the "MOST HAX" among the Doffy crew, but she was also the weakest somewhat.
In the same way, Ace, can be generally representing number 1 as weakest under Calamities and all Numbers. But momentarily, or in specific situations, he can turn into an Ace that is ABOVE King in importance for the crew.

Do you think he will be that way? or as simply as weakest member, and nothing special about him?

I think "Ace" could very well be the Perospero of the Beasts Pirates.

He's not disrespecting, he's just putting the "ranking of Beast pirates". Hawkins rank is basically what he said. However, I do agree on the Apoo. I'm sure considering he's been in Beast Pirates longer than Hawkins, he may posses higher rank in some way
