Well, if u remember, the arc before WCI is zou. And as we know, zou is a moving giant elephant. And before zou is DRESSROSA. Thats why the escapee bring his corpse to nearest island which is Dressrosa. As long as i know, there is no island near WCI except zou/dressrosa.
