Sanji isn't really strong as to damage and knock out Queen who is probably the tankiest ancient zoan after jack. Sanji specializes in Speed and not strength. He dosen't have a high damage output to destroy tanks. he is more suited for heavy hitting glass cannons. A Sabretooth who's who would be perfect for him.

Still 550 million bounty is surpisingly laughable.

Conclusion :Bounties are not equal to strength.

Afterall poor jack has 1 billion bounty xD

Oda just didn't think this through in the beginning.

Once he handed out the 300 million bounty to Luffy after Enies Lobby and later on the 1 billion bounty to Jack, the bounty system was destroyed.
