It's not strange, let's not misinterpret things.
The WG made a bold move in abolishing thr Shichibukai system and Kaidou is just saying that they have enough confidence in their "New Power" that it's enough to at least have the same affect as the Warlords, if not even more.

Admirals cannot use it, only Garp from the marines could use it. That is how injured Marco, punching him out of his zoan form and giving him lasting damage( as shown by him wearing a bandage where Garp hit him) when the Admirals could not take Marco out without seastone.

the question is... can it be imbued to the weapon or something that not a 'punch'? because we barely see those admirals beside Akainu do any punch.. all they do is using their DF from the distance at Marineford

Hmm it could be "is relying on" instead of "has complete confidence in"
but I can see why they might mean the same thing.
I suppose the answer is that one is more controllable than the other. Mihawk, Doffy, Buggy, Weevil.... who knows what they might do?! But a Kuma-based automaton? They might have confidence in something like that.
