Steiner sucks, against Ozma and Necron once he got Mini-ed his damage output becomes a joke.
Freya, no matter she is minied, blinded, poisoned, etc, her Dragon Crest still does consistent 9999 damage at just 16 mp and her MP got boosted with +10% ability (no physical based characters have that ability but Freya alone). Compare that 9999 damage with 16 mp against Steiner's 46 mp Shock and his terrible max MP.

Freya owns Steiner or Kuja all day in tier list.
Bonus, she also the only 1 who has Initiative.

Freya is legit good ill admit.
