Main question why Usopp is bad combatant? Answer is because Luffy, Zoro and Sanji exist, believe me if there was no chars like that, Usopp and others would became easily much stronger than now. So everything depends on screen time, and author, that could make any character strong as he want, while he keep this chars week only to not piss off fans of main trio. So this is riddicules for you even complain about characters power lvl.

Yes but Usopp has a legacy to surpass being his father (who is a yonko commander), Right now Yasopp could probably low diff Usopp with just his presense. Usopp hasnt even been established as someone competent let alone strong.

And the Ace novel called The Yonkos the 4 Most Powerful Pirates not Strongest. There's a difference between Powerful and Strongest. Strongest refers to Strength alone but Powerful includes both Strength and Influence. Now you can do that the Math Yourself
