Firstly we have Law / Kid / killer / marco / jinbei .
- in Queen mind Kid and Killer are just fodders u see the treatment they got in Udon and he made fun of them .
- Law was seen as a fodder because he got captured by Hawkins who by portrayal below Drake even in the position in the beast pirates and that he needs Drake's help to free himself .
- Marco was said to be with Perospero so Queen would think he is an ally of Postmeme rather than the opposite because Postmeme allied with Kaido so until now he can't know for sure if Marco can be considered an ally or an opponent .
- For Jinbei he doesn't know his strength for sure but he can see that he is an ally for straw hat and in Queen mind he gave more credibility to Tobi roppos who are members who can fight a Calamity and probably can replace him and Drake is member of them.
- the case for Zoro if you didn't know Queen saw Zoro with two swords fighting Kyoshiro and even in manga it is implied he fought on equal footing and also as u can see he fought base drake also has an equal portrayal with hybrid drake that's why in Queen mind he can consider Zoro with two swords to be drake tier in strength .
So following this Logic Queen can imply what he said in the chapter based in this and Overall we can't take his words seriously .

Queen is trying to organize an entire enemy army right now.
It makes more sense to me that on hand he's got bounty posters containing Zoro, Sanji, Kid, Law, Jinbe, and more. He's just trying to figure out the biggest threats right now to take out early. Oda just chose to focus in on him while he happened to be deliberating on Zoro and Sanji maybe just for fan service. It sounds like he doesn't actually know who the #2/#3 are in the army, but is trying to figure it out.

This is correct. The "group" Queen is referring to is the StrawHat Crew. In the Japanese raws, Queen said "ichimi" which seasoned One Piece fans know is the word for crew. Mugiwara No Ichimi (Strawhat Pirates), Aron Ichimi (Arlong Pirates). Queen has one panel talking about drake and the bottom 2 panels shifts the focus to the crew
Like I said Queen dont need to physicaly fight Sabji to find out more about Judge and Queen's history. Queen will probably just shout at Sanji about Judge, a few sentences and we get a little Queen flashback. And then its over and Jinbe stops his ass.
