IMO yes, the world predates the fool and is about cycles. Imu is about stagnation

What cards would best fit Franky and Chopper? I couldn’t think of one for them, or at least not one where they’re the most obvious character

I think Kizaru is more like the Moon tbh. Isn't that one meant to symbolize truth you cannot admit to yourself? I feel like that suits Unclear Justice and his EH arc.

For Star I think it sounds more like Marco.

The Star is about hope and inspiration. Sabo as Flame Emperor provides hope and inspiration to the world.

The tarot cards are also supposed to follow The Fool’s journey. The Tower represents Luffy losing one brother and The Star (which immediately follows The Tower) represents him gaining another
