They didn’t though. Like, objectively didn’t. 1064 had some significantly better animation(literally two whole minutes of some of Shida’s best work in the arc).The direction was better I’d say(and by a decent margin as well).

I didn't expect terribly much from considering the director, but was still satisfied with the level of action animation we got, particularly with the highlights of the episode, which were quite strong despite the average direction.
