Wapol is the tin man, Luffy is the scarecrow, Vivi is Dorothy, Chopper is Toto, and Pekoms is the cowardly lion. This Wizard of Oz reference connects Luffy and Chopper to the Levely arc.
Pekoms is likely to reappear, because of the cover story about Capone Bege. We can refer back to Vol. 82's cover which includes all of the characters referencing The Wizard of Oz, except for Wapol.
We'd leave out Pedro (not alive), and Carrot(with no Levely connection). In reference to Levely, Brook has a past with one of the holy knights, while Nami's connection is unknown, but there are fan theories suggesting she was an orphan during a hunting game.
The good witch who gives Dorothy her shoes in the movie, is Mansherry. The wicked witch may perhaps be the man marked by flames, because the witch's outfit is covered in black in the movie similar to the mark man's ship being in black, he may be wearing an all-black outfit.
