It makes sense. That's why the government was afraid of Kaidou and his enormous flame dragon, which could essentially do the same as an ancient weapon. Kaidou was still ambitious; he was even aiming for the ancient weapons. Just imagine the most powerful being in the world with the ancient weapons on his side.
