Yes and Yes.
Now let me explain this, while Lucci did get up at the end of the chapter, points remains that he lost his fight against G5 Luffy, yes, he did achieved his objective of controlling the Seraphims, yes he did take out Atlas and Sentomaru, yes his Zoan recovery helps him, etc.
It's basically like losing a battle but wins the war type cliche. So take this with a grain of salt if you're Lucci fans or didn't think Lucci lost this battle. I'm a Lucci fan too but no doubt he lost this round against Luffy. But no shame in losing against Luffy though. Lucci will be back in action sooner or later.
