Unfortunately Mihawk himself is YC 3 level till he beats Vista.

So Oda telling us he's the world's strongest swordsmen in title and actuality means nothing to you. And don't forget about him also sparring with shanks before he lost arm and Mihawk feels he's no longer worthy opponent.

Let me put it to you this way. Admirals couldn't kill Luffy who wanted him dead. One of there attacks was stopped by Jinbe. Do you consider Admirals no longer to be weak since they failed.
