Oda didn't want Luffy and Linlin to fight period, Linlin wasn't that important to Luffy once he got to Wano.

But Franky slamming her with a bike and Jinbe rolling her like a bowling ball doesn't have the carefree tone of any Nami-hitting-Luffy scene. Both are used for comedy but one has plot ramifications.

When the plot demands it, any thing can happen, no matter how crazy.

nah. He used it in conjunction to his Boar Roar. We haven't really seen something like that. It's basically acoc.

And goofy got melted by it too.

He may not have Shanks level coc and acoc, but he's pretty elite.

I'm not sure shouting & using CoC is ACoC lol, ACoC by its definition is applying Conquerors Haki to attacks. Luffy's reaction in any other form wouldn't have any damage, that was Goofy being Goofy.
