Seraphims are simple. Someone with authority says: "Do!" and they do. Seraphims don't calculate or change the power of their swing based on the level of the threat. Unless Oda proves this himself your take is invalid.

The Seraphim already are mentioned to make their own choices as long as it’s within the orders paramaeters and Mihawk, who S-Hawk is based off himself has a philosophy about holding back. “One does not hunt rabbits with a bazooka.”
