Mihawk defeats him and WG decides to pay him up to join Warlord system so he stops ruining WGs army and Gandhi is mad about it ever since.

I doubt anyone aside from Admirals knows of Gorosei's existence. Gandhi being the former WSS would mean that he was Mr. Worldwide at least in the New World.

I think Cobra requested an audience with the Five Elders, but yeah they probably aren't that well known. I doubt the same people who knew of Mihawk in Baratie would recognize Saturn
