kizaru is the less strong among the top 3 admirals, kuzan and akainu are more relevant and therefore stronger. probably they are on the same level.

He fought jozu, bled ,...couldn't do anything to WB
He was introduced before Kizaru and he's shorter too
Oda has been clear Kuzan is below Kizaru
